I used a Dremel type tool (a 1.5 amp clone version, same thing but cheaper basically). I used a drill to do the eye holes, and all the other shaping is done with a grinding tip that came with the tool. Then at the end it was sanded and buffed as best I could with the limited gear I have.

It’s not hard to make, but you’d be doing yourself a favor if you could find some garage-sale silver to work with since the stainless steel that I used here is very hard and a pain to work with for that reason alone.
