it would have been interesting to go up to him and say “hey, dude, you’re a little big for that swing. how about it along and leaving the playground to the kids”. luckily i haven’t come across creeps when i take my nieces to the park, but when i do i am totally going to go and talk to them about what they are doing there.

Every single large playground or other area that kids congregate in has this issue.

It’s not illegal, so all you can do is be vigilant (which I almost mistyped as “be vigilante”, an entirely different strategy) and make sure your kids have common sense.

That said, these guys are creeps to be sure, but 99.99% of them are “harmless” voyeurs.

A “no loitering” sign needs to be had. Maybe with further instruction “this park is for children, if you do not have children with you, you are not welcome”.
